A public endpoint: it is not tied to an account and the query is never stored. query must be non-empty and at most 200 characters.

Both degraded states come back as HTTP 200, never an error: enabled=false means the feature is off, advice=null means this LLM call or its parsing failed. Decide from those two fields, not from the status code.
